In early childhood, he learned to love the blues and play guitar. The went to a high school in Chicago, he was a very good football-player and went under the nickname of "The Flier ".

He was drafted into the army in 1968 to fight at Vietnam. His unit was ambushed and he saw his fellow soldiers killed shot. He saw his commanding officer - Andrew Cord (Immortal) - come back to life. During the attack Joe lost both his legs from a land mine Andrew Cord carried the seriously injured Dawson 16 miles through the jungle.  Dawson contemplated suicide, however Ian Bancroft gave his life new purpose.  Dawson was recruited by Bancroft into the Watchers. Someday, Duncan MacLeod became his Assignment. To observe and record but never interfere.

In 1980 when Joe's good friend (and fellow Watcher), Darrel Oaks, retired and turned his files on his assignment, Nicayla Flynn, over to his daughter, Peggy, he made Joe promise to look after her and keep her safe.

In 1992 Duncan discovered, the fifth chronicle, that led him on the trail of the Watchers and, consequently, also on the track of Dawson, he disguised himself in Seacouver as a simple bookseller in a bookshop. Duncan found Joseph and he explained the Organization to Duncan. With time, a friendship developed between Watcher and Immortal. Dawson opened a blues bar in Seacouver.

In 2000 his Goddaughter, Peggy, who had become close friends with her assignment, Nicayla Flynn, talked Nikki  into moving to Seacouver and introduces her to Joe who soon becomes fond of the mischievous female Immortal.

Dawson broke the code or oath of the Organization by consorting with an Immortal (MacLeod), time and again he met with Duncan and assisted him in finding other immortals and alerted him as to the whereabouts of his opponents.

Conflicts however, occurred between the two friends, their friendship put to the test, again and again

Dawson was sentenced to death in 1996 by the Watchers and was rescued in last second.Joe is an honorary member of the Organization, it is through the efforts of himself and Duncan that they were able to stop Horton and the renegade Watchers

His daughter (also a member of the Watchers) realizes that Joe is her father and seeks to reconcile with him.

In 2005, is killed by one of her assignment's challengers when she is discovered hiding in the shadows.  Nicayla becomes riddled with guilt...blaming herself for Peggy's death and is ready to give up her life in Seacouver and go off on a mission of self destruction but Joe and Methos manage to help her through her guilt and convince her to stay.  Joe still resides in Seacouver, Washington and runs his blues bar.
